Fluid ounces is a measure of volume. The other ounces are a measure of mass. 2.2 fluid ounces of mercury is going to be a lot more than 2.2 ounces.
If you use a liquid measure, 2 cups = 16 oz. ......so 1 cup = 8 oz, 1/2 cup = 4 oz, 1/4 cup = 2 oz. However, caviar is not exactly "liquid" (nor would it constitute "dry) so if you need an exact amount you should weigh on a kitchen scale then measure the results. 1/4 cup would be a close approximation.
