Temporal variability speaks to the variability of time. Time is not a constant. We often think of time as being constant because we measure it with very accurate clocks, and we live our lives in that "kind" of time. But time is actually inconstant. It varies, and it was not until Albert Einstein revolutionized physics that we saw this amazing fact. There are other questions here that deal with variable time. This phenomenon is one of relativity, and might be called relativistic time. What Einstein said was that the speed of light was the only constant in the universe, and that time is variable. Speed is distance per unit of time. And if speed (the speed of light) is constant, then something else must vary. And time was the variable here. We can only see large shifts in time as we approach the speed of light (c) fairly closely. There is hardly any change, even at half of c. It is possible that temporal variability can be seen. In an experiment, two identical atomic clocks which were "in sync" were separated. One was put on a plane and flown around for some time, and then brought back and compared to the one that had been stationary. The one that made the trip was running behindthe one that stayed home. Time had slowed down for the moving clock - as Einstein stated. Temporal variability was verified yet again.
