Basically it is just a matter of design style....The first way the peace sign was formed was just three lines meant to be a protest to nuclear arms....After politicians claimed it was the footprint of the American 'Chicken" the circle was added... Still a lackluster design a, lot of artists began re-doing it in a custom or stylistic form resulting in what you have seen....It's simply a matter of what is most eyepleasing to you.
