Highest sound level till the whole air pressure is modulated (194 dB SPL). In a center of an A bomb explosion there is even higher pressure.

On a scale of 1 to 200 the loudest sound sound possible is 194dB. By comparison, a whisper in a library is 30dB. Sustained exposure at 90dB to 95dB will result in hearing loss. Pain begins at 125dB and Rock Music peaks at 150dB
