Definately some of the countries in South America and Eastern Europe. In my opinion, Brazil and Poland are the weirdest. Simply because:
Brazillian people have very different customs and cultures to other countries. They also have many mafias and gangs in many cities which people just don't give a squat about. Furthermore, Brazil has many weird festivals which seem silly to alot of outsiders.
Polish people seem to fight over anything. And also in Poland there is alot of football hooligans and neo-nazis (or skinheads) which people just seem to actually encourage instead of feeling guilty and embarrased of having so many of them. If you get robbed or attacked in Poland (which has a very big chance of happening) people will just tell you to move on with your life.
