Though some would say the tongue, the tongue, itself, is actually a group of muscles and not one muscle by itself. For the strongest single muscle in terms of density, it would be the masseters, second only to the gastrocnemius.

As far as tissues of the body, the strongest would have to be tooth enamel, which is harder than bone.
