Depends on how you define whisky.

Most regular distilleries will put their whisky into barrels at anything up to 75% ABV, but this will reduce over time. It is possible to buy whisky with around 70% ABV.

If you stretch the definition a little bit (a distillate made from grain), then Knockeen Hills make a poitin which has 90% ABV and is readily available (at least in Europe). As this is not matured in oak casks, it cannot legally be called whisky.

Everclear is readily available and it is 95% (190 proof) grain alcohol.

One of the strongest whiskies in the world is typically considered to be those with high alcohol by volume (ABV) content. Examples include George T. Stagg Bourbon, William Larue Weller Bourbon, and St. George Spirits Absinthe Verte, which can have ABV levels exceeding 60%.
