If you mean strongest as in biggest, I think it was France, due to Napolean building his military so he could "Rule the World" (Which went downhill as soon as he entered Russia). If you know about the Battle of Trafalgar, the French had more ships than the British. He lost, so if you mean who had the strongest fleet as in strength, then it's Britain all the way.

Currently, the People's Liberation Army of the People's Republic of China would most likely be considered the second strongest army of 2010. It is the world's largest army, and is undergoing considerable equipment modernization. China produces virtually all its own weapons, so it is able to produce large quantities of current-generation (if not cutting-edge) technology.

However, it lacks (and will continue to lack) several key features, which means that several other countries can likely make a solid claim to having the world's second-best army. It suffers from very uneven training quality of its soldiers, a uneven distribution of technology, and significant institutional in-fighting, as well as deficiencies in special operations, airlift/airmobile, and amphibious capabilities.

The U.K.'s Royal Army has probably the second-highest level of technology of all armies, after the US. It one of (if not the) best trained armies, which an extremely high level of skill at all levels. It is also very well-rounded, maintaining all-round combat capabilities. It also has had extensive combat experience over the last two decades, and so is battle-hardened and combat-tested. It is rather small, however.

The Russian Army is likely the third largest in size (when counting reserves) and has a very large amount of reasonably modern equipment. Many units have extensive combat experience, and the quality of Russian military leadership is generally considered very good. Special Operations units in particular are top-quality. It also is a well-rounded force. However, cutbacks in military funding have hurt overall readiness and equipment quality.

The Indian Army is the second-largest army by size, and contains a significant amount of high-tech weaponry. However, the overall quality level of solders is very uneven, as is the level of technology available to various units. Having fought several wars with Pakistan recently, it has considerable combat experience. While it is undergoing significant modernization, the Indian Army is handicapped by having to buy most high-tech weapon designs from other counties, which limits the amount and types it can acquire. It is moderately well-rounded, lacking only a significant air assault capability.
