You really can't compare these two linebackers because of their style of play & positions.
Patrick Willis is a MLB & the best LB at coverage. He is so fast he is able to cover receivers one on one. Certainly faster than Ware he is able to run up on receivers and wham em'. He's basically a safety trapped in a MLB body.
DeMarcus Ware is an elite pass rusher who has a nose for the QB. This guy commands a double team but is way to fast for lineman to block him & way to strong for backs to block him either on passing situations. Stronger than Willis he is just one of those sack meister's, he can cover & occasionally get INT's but unlike Willis he prefers to rush instead of cover. Willis is the better pass coverage guy & Ware is the better pass coverage guy. Willis is a cross between Ray Lewis & Troy Polomaolu & Ware is a cross between Jared Allen & James Harrison. It depends on which style of play you like.

Both Patrick Willis and Demarcus Ware were exceptional NFL players in their own right. Willis was a dominant linebacker known for his impeccable instincts and tackling ability, while Ware was a talented pass rusher with a knack for getting to the quarterback. It ultimately depends on personal preference and the specific needs of a team when determining who is "better."
