Both times that this has happened on my 2001 Buick Regal AND 2001 Grand Am it has been a clogged Catalytic Converter. Both times it was covered by a blanket 120,000 mile warranty regardless of whether or not you are the original owner. Take the car to a reputable GM dealer for this.
