4x - 2y = -6

4x - 4x - 2y = -4x - 6

- 2y = -4x - 6 divide by -2 to both sides

y = 2x + 3

This is the equation of the line with slope 2, x-intercept -3/2 (y = 0), y intercept 3 (x = 0).
