Sometimes Zero can be given a + or a - sign, depending on the system, ie, when two zeros are necessary in computing or floating point calculations (a number may round to zero, but you need to know whether it was rounded up or down).

However, in general, it is not true to say zero is either a positive or a negative number, because it is the exact boundary where one becomes the other.
