If over 100M Bob ends up 10M ahead, then if Judy starts 10M ahead (and thus only runs 90M) they will both cross Bob's 100M line at the same time.
If Bob starts 10M back (and therefore runs 110M while Judy runs 100M) when Bob has run 100M Judy will have run 90M - both will have 10M to go to the finish line but Bob runs 10% faster than Judy and thus over this last 10M Bob will gain 1M over Judy and finish 1M ahead of her.
