I think it is because if you cheat, you wont get the information you need, which may need it, and the school board will know that you cheated because you do not know the information, and you got the same information as the student in front, behind, or beside that student.then the will be mad at that student that cheated. "Illegal" is a strong word. You are not going to go to jail for it, but your school will certainly punish you for it, if you get caught, because it is cheating which is not allowed. Besides it is unethical to cheat.
