You are left with empty X and 2 liters in Y . Step 2 Dump the 2 liters in Y into X which should be empty. Then fill Y again. then pour Y into X filling the rest of the X and and leaving 4 liters in Y (7-3=4) then dump X. You are left with empty X and 4 liters in Y .
