Answers to this question are going to be largely opinion based. That isn't to say they are wrong, just that there are many possibilities. Personally, from my own observations, yes. My personal belief is that testing is better a tool for assessing the work of the teacher. For instance: when I prepared a test for students, and the classes consistently performed poorly, this was a clear indication that I had not helped them process the information tested well enough. What students need to learn is a pretty obvious thing. And, most states in the US have state established standards and benchmarks. How that information is gotten to students is largely the responsibility of the classroom teacher with the guidance and support of the school and the district. Parents and families play a role in this, but teachers are "the boots on the ground." What they teach is what they should test. Additionally, teachers must be aware of what is being tested on state mandated standardized tests and should have access to the information that must be disseminated to students. Failure to do so, as so often is the case, sets up students and teachers for failure. Therein lies the rub.
