Any number can be expressed as a value between 1 and 10 multiplied by a power of 10. Such a number is then said to be in standard form.

1800 = 1.8 x 103. (In other words 1.8 x 1000)

Other examples : 0.045 = 4.5 x 10-2 (= 4.5 x 1/100)

98.7 = 9.87 x 10 (Note : 10 written without an exponent is just a shorthand way of writing 101)
