Lay the 5cm & 7cm end-to end - which gives you a length of 12cm.Lay the 9cm & 2cm end-to end - which gives you a length of 11cm.
Now - lay both pairs next to each other - making sure one end is flush with it's neighbour. The difference is 1cm. Something like this....
