It is not mathematically precise at all. Let's look at 10%, that is the same as .1 and 2% is the same as .02. That is how we convert percents to decimal. We simply imagine their is a decimal point on the right side of the percent. For example 10 is 10. and then move that to the left 2. so 10 become .10 and 2 is 2. so it becomes .02 since we need to put in a zero to move it to the left 2 positions. Now 30% becomes .30 or just .3 but 300% become 300. and when we move the decimal it is 3.00 or just 3 This is because percents are all parts of 100. Now .1 is 1 tenth so the ratio is just 1/10 and.02 is 2 hundreds so the ratio is 2/100 and 3 is 3/1 or 300/100 Why this works: 10% is defined as 10/100 ( but this reduces to 1/10) 2% is defined as 2/100 300% is defined as 300/100 that is the way percents are defined.
