How you explain depends on your knowledge and that of the person tat you are trying to explain to.

Start with the ratio of the integers 4 and 5 which is 4 over 5 or 4/5.

If you separately multiply the numerator (4) and the denominator (5) by the number 2 you get 4*2 = 8 and 5*2 = 10

The ratio of these two numbers is 8/10 but because of the way you obtained these numbers, the ratio has the same value. That is, also the same as 4/5.

Multiply both part of the original ratio by 3 to get 12/15.

You can multiply the two numbers by any non-zero number to get an equivalent ratio although if you multiply by a fractional number, the results may be a bit hard to understand. For example, multiplying by 1/16 gives the ratio of 1/4 over 5/16. Not so easy to see the equivalence to 4/5 unless you know that dividing by a fraction is the same as multiplying by its reciprocal.
