y is greater than or equal to -5

is the area of the plane that is above (and includes) the horizontal line, y = -5.

x is greater than or equal to 6

is the area of the plane that is to the right of (and includes) the vertical line, x = 6.

Together, they form a section of the plane whose bottom left corner is the point (6, -5). Every point above AND to the right is included in your region; every point to the left OR below (or both) is excluded.
