To round a number to a power of 10, you look at the digit in the place value column following the digit to which you wish to round; if it is 0-4 the number rounds down otherwise it rounds up. To round to the nearest 10, you look at the units digit; to the neatest 100, you look at the 10s digit, to the nearest 10,000 you look at the 1,000s digit.

In every case the digit is a 9, so the number rounds up (each time) to 1,000,000.
