Well, for the 'denominator' (bottom figure, under the line) you put a 1 for the decimal point, and a zero for every number after it. In this case this would be 100.

For the 'numerator' (top figure, over the denominator), you write the value of the numbers after the decical point. In this case 05 = 5.

So 0.05 = 5/100

Of course, by dividing both the top and bottom figures by 5, this can be reduced to 1/20

0.005 is the same as 5 thousandths or 5/1000 = 1/200
