You don't really "convert a unit of measurement"; you convert from one unit to another. The two - "from" and "to" are always required.
You place the unit which you are converting from in the denominator.

Multiply by the factor for converting the large unit to the small unit or divide by the factor for converting the small unit to the large unit.

You can't just convert any unit into any other unit. The units must be compatible - measure the same type of thing. For example, you can convert a unit of length to another unit of length, or a unit of time to another unit of time. An atmosphere is a measure of pressure, a foot is a measure of length, so you can't convert it.
An example would be converting cm into metres, or converting yards into feet, it is just allowing us to use a different unit of measurement.
