Firstly, IEEE is not a standard, it is an organisation (the Institute of Electrical and Electronics Engineers). The IEEE Standards Organisation is responsible for the standardisation activities of the IEEE. As such, there are many IEEE standards.

There are two official IEEE standards covering 32-bit binary values:

  • IEEE 754-1985 (single)
  • IEEE 754-2008 (binary32)

IEEE 754-2008 single-precision binary floating-point format: binary32

  • The high-order bit always denotes the sign (0 for positive, 1 for negative).
  • The next 8 bits denote the exponent. This can either be notated in twos-complement (-128 to +127) or 127-biased (0 to 255). IEEE 754-2008 (binary32) uses the 127-biased form.
  • The low-order 23 bits denote the normalised mantissa. There's actually 24 bits in the mantissa but the high-order bit is always 1 and can therefore be implied rather than stored.

The decimal precision that can be obtained from an IEEE 754-2008 (binary32) value is usually in the order of 6 to 9 digits of precision, depending on the implementation.

Sample paper for 10th standard of Andhra Pradesh Board can be obtained online for free.

How do you write 32000mL by placing a decimal to make it a reasonable answer?

32000 mL is a perfectly reasonable answer. An answer obtained by converting it to litres instead of mL may seem reasonable in terms of a shorter answer but it means a loss of precision.

What is the definition of accuracy in computer characteristics?

How correct an answer is. The accuracy obtained from calculations depends on using bug-free computer chips as well as the quality of the input. Contrast with precision, which refers to the number of digits, or exactness, in an answer.

Carbon resistors are not available in market of each number of resistance why?

carbon resistors of standard values are manufactured because other values can be obtained by series and parallel combination of standard values. Moreover even standard values do not offer exact Resistance's will have tolerance

Why significant figures represent the precision of a measurement and not its accuracy.?

A measurement that has a larger number of significant figures has a greater reproducibility, or precision because it has a smaller source of error in the estimated digit. A value with a greater number of significant figures is not necessarily more accurate than a measured value with less significant figures, only more precise. For example, a measured value of 1.5422 m was obtained using a more precise measuring tool, while a value of 1.2 m was obtained using a less precise measuring tool. If the actual value of the measured object was 1.19 m, the measurement obtained from the less precise measuring tool would be more accurate.
