Imagine that the 8 people are standing, and there are only four empty chairs available.

(and the answer is 7).
Which means that for filling the first two chairs there are 8 x 7 = 56 ways.
Similarly to fill the first 3 chairs there are 8 x 7 x 6 = 336 ways.
And to fill the four chairs, the answer is 8 x 7 x 6 x 5 = 1680 ways.
No wonder committees argue so much!

According to Parkinson's law maximum people on a committee shouldn´t exceed the number of twenty in order to reach a consensus. Otherwise, bigger committees tend to split in factions. That seems to be true except for committees of eight that seem to be highly inefficient.
