well if 1 meter is ten tenths then 0.9 metres (90 cm) would be the answer but if 5 metres was the whole thing then the answer would be 4.5 metres (450 cm). thus without knowing what ten tenths are (100%) i cannot give an acurate answer but using the following information you should be able to figure out the answer though if this seems a little vague , then please add more information to the question and i will be happy to oblige. :)
