There are 100 in the 400s.
In the 100s, 200s, and 300s, the ones place or the tens place could be 4. There are 10 numbers with a 4 in the ones place in each 100. There are 10 numbers with a 4 in the tens place in each 100. There is one overlap where there is a 4 in both the tens and the ones place. So, there are 19 numbers with a 4 as a digit in the each 100.
Therefore, there are (19 x 3) + 100 = 157 numbers with a 4 as one of the digits.
