It depends upon what you are talking about. 25% is the same as 1/4 or 25/100, as well as many other equivalents. It's basically a quarter of something. Regardless of the number, if something is 25% of something, it will always reduce to 1/4. For example, if you have 6 of 24 marbles in your hand, then you have 1/4 of the marbles in your hand. If you do simple division, 6/24 reduces to 1/4 or 25% because 6 goes into 24 four times.
