These are children who were born to one parent but are included with the other parent's children, though not by blood relationship. One other way to understand whether a person is a sibling or a step-sibling is: Let's say you have a mother cat who has a litter of 5 kittens. You find under a bush outside 3 kittens whose mother cannot be found. The 5 kittens and 3 kittens are not "related" to each other. You bring in the 3 kittens and the mother of the 5 kittens accepts the other 3. The 3 are not siblings by blood, even though being raised together with the other 5. The 5 are all by-blood siblings to each other.
