There are no pool tables that actually measure 4 foot by 8 foot. This appears to be a child's math question rather than a pool table question. The playable surface of an 8x4 pool table measures 88 inches by 44 inches. The back edge of the pocket is not a critical measurement on the table. There is no "top pocket". So, the distance from the farthest outside edge of the foot (the top) right pocket to the farthest outside edge of the bottom (the head) right pocket is 88 inches.

Unfortunately, you will have to hole punch the sides. If it is legal size going into the binder, you can fold the bottom up, and then fold the corner up to avoid punching the extra length. Alternativelly, put it into a pocket of the binder.
This depends on the pocket. You may be able to iron the raw edges of the material under (towards the "wrong" side) and then sew along the side and bottom edges to secure the pocket. If you want a pocket hidden along a seam you will have to assemble the pocket, and attach it to the item as you sew the seam or waistband it is attached to.
They vary - round ones, rectangular ones., but usually pocket size.
