The '7' is in the hundredths place. Perhaps this seems strange to some because the 'hundreds' place is the third place to the left of the decimal. Keep in mind that there is one and only one 'units' place, and it serves as the units place for the entire number. It would make no sense to have more than one of them. Say that we create a new way of writing numbers where all we do is identify the units place like this []. A number like this would be easy to interpret: 987[6]543 and the number of places from 'units' easier to see. Tens and tenths, 7 and 5; hundreds and hundredths, 8 and 4, etc.
