I'm not an opthamologist, but I believe that 15/15 is no better nor worse than 20/20.
15/15 means that at 15 feet distance from the chart, you see what the average person would see at 15 feet distance.
20/20 means that at 20 feet distance from the chart, you see what the average person would see at 20 feet distance.

Since some people have problems with distance vision (Myopia), and some people have problems with near vision (Hyperopia), it would seem possible for someone to have 15/15, but not 20/20, or vice versa.
