If the third number is lower than 5, then the second number stays the same. If the third number is higher than 5, then the second number increases by 1 only.

Here the third number is 8. So that means that second number ( 3 ) is going to increase by one only. So than 3 becomes 4 and you get rid of 8.

PS: You don't always have to look at second and third number. To round like for example to fourth number, you have to look at fifth number and if fifth number is higher than 5, then you increase your fourth number by one, if its lower, than you don't change fourth number and get rid of other numbers that are after it.
