When you go to the FEMA website to take any of their EMI Independent Study Programs, you made the following promise, "I agree that completion of this examination will be an individual effort." An individual effort means that your answers to the final exam are done from your personal study effort, not through cheating by getting someone else to answer the questions for you.

Your question above is one of the final exam questions from the IS-250 Emergency Support Function 15 (ESF 15) External Affairs course, this of course means you are attempting to cheat.

Perhaps you do not realize that not only does FEMA impose penalties for cheating, but worse than that, it shows that you are either a lazy person, or one who is not smart enough to pass on your own abilities. It also defines you as a person who can not be trusted.

Now why don't you go back to the course and study so you can answer the question without cheating, and prove to yourself and the rest of the world that you actually are an intelligent and hard working individual.
