i think the right answer is way too big than just 98 legs.

according to my calculation it should be 14420 legs in the bus.

Explained:

7 Child = 49 Bags

49 Bags = 343 Big Cats

343 Big Cats = 2401 Small Cats

Total Cats = 2744

Total Cat Legs = 16464

as total legs were asked so the child legs will also be counted. as a human have to legs so 14 legs should be added too.

so the final answer is 16478 Legs in the bus.
