First, I subtracted four from both sides; I guess you could add 11...but I'm too lazy to try that out.
2/3x-15=x
Then, subtract 2/3x from both sides, because if you add fifteen, that's useless.
-15=1/3x
Multiply both sides by three (reciprical of 1/3; whatever)
