It's ironic your site has a "report abuse" button, since that's exactly what banking became.

Benchmark Bills are a way for the gov subsidiary to offer pretty-much guaranteed loans in the very short term, for the rich to pump up, even more.

While the sell-out towards take over began 100 years ago with the installation of the 16th & 17th Amendments and the Federal Reserve Act, etc., followed by loss of our gold standard under Pres. FDR and it & silver's finalization under Nixon; and even Switzerland was forced to give up theirs by 2000.

It took severe manipulation in very-recent years to finish the job.

USA Banking laws were changed to allow interstate banks around the 1980s, and the Savings & Loan system was collapsed. Federal Bankruptcy laws was drastically complicated (2005), blocking the common-man's ability for bankruptcy forgiveness (still available to businesses, however, since companies often serve as launderers and tax write-offs). They also rigged the LIBOR Rate to allow better bets on "derivatives." Oversight was continually compromised, such as 2007's retirement of the Uptick Rule by the SEC-culminating in allowing banks to also act as investment houses. (Ask yourself who owns these banks, the media, medical, and our very politicians? Somebody wanting a global economy, instead of a secure union of States? Even FDR said nothing in politics was by accident. Pres. Wilson had written there were men Behind the Scenes about whom you dared not speak above a whisper.)

For some years, our corrupt presidents put Goldman Sachs and other banker insiders right in the Treasury Dept.. as well as co-mingling the still-privately-owned Federal Reserve Bank. Globalist bankers continued removing checks & balances. 2008 was the final straw, when a few banking houses could be collapsed to enrich the others, proving a swell diversion for We The Poor People.

These changes resulted in combining all wet-signature housing mortgages into bundles, for sale internationally-completely losing ownership of all homes. (Just try and get an original of the real Title and paperwork-all you'll get is copies, and some mortgage holders will claim they both own it.) This helped the market tank, except for those who planned it-allowing them to bet in the right direction, every time. The betting on change created the planned quadrillion-dollar derivatives market, so go look that up. Hope for change? Spare change. Our economy now like the rest of the world has no intrinsic backing, no pile of gold or anything to back the endlessly-printed paper money from the Federal Reserve. (Actually the Treasury prints it, and the Fed charges us interest for "loaning" it out to the banks. Seriously!)

Just like the banks loan each other money, back and forth, they can bet it in a variety of ways, usually for fast return. It's not like when you had to buy a stock and wait 50 years and hope they were still there, or when you could buy a house that would retain its value-they took those. Computers today can buy and sell in a microsecond, and some of the automatic programs can potentially go too far and wreck the system. Shhh. Benchmark Bills are just a little run thing, like a kid's newspaper-delivery route, but to a captive audience. Look how the socialist E.U. continues to have one former-country after another go belly up. Watch that and learn.

Also, for quick reference, please watch the Academy-Award-winning 2010 best-documentary movie, "Inside Job," for more details on where your future went. This explains the 2007-8 'meltdown' and orchestrated bail-outs, so the very rich could get back to it.

Later, the government writers for Wikipedia will get around to writing an article to discredit and wipe this one out. But this is Earth, where it's always been a class war.
