It means that, for whatever reason, the driver who originally picked up the load is either unable to complete the run, or else has been dispatched elsewhere. T-call is usually when they drop off the trailer and load at a company terminal or drop yard, but may also be when they swap trailers and loads with another driver at a predesignated spot.
