The lines above represent nothing other than invisibility!
One way of doing it would be do put smaller tick marks in between the larger tick marks for whole numbers. So if you want to represent, 1, then 1.25, 1.50, 1.75 then 2 on a number line, you could put a large tick mark with the number '1' above it, then 3 evenly space smaller tick marks, then another large tick mark with the number '2' above it. If you have enough room, you could write the decimal numbers above the smaller tick marks, too.
The number 3 in this decimal above is in the thousandth's place, hence it is supposed to represent 3/1000th's in the number above. Does that answer your question? If it doesn't I can explain more in detail/ more simplified so you understand it better. I really want you to learn and understand things well!
The radical symbol ( √ ) followed by a line above what's in the radical, designates positive square root.

It can refer to degrees if it is above and slightly to the right. A dot, (not a circle) directly above a number would represent a repeating digit in the decimal representation of a number.
The number 35 above Br represents its atomic number. It is also equal to number of protons in Bromine.
If the number is below ten, then you would use words to represent the numbers, when they are above ten, you use the number (:

When entering or editing a number in a contract entry, press and hold * until it becomes HIGHLIGHTED. Then *VERY* quickly - before it becomes un-highlighted - press * again - it will then become a highlighted "+" (not an implemented code), then press "*" again while the "+" is highlighted and it will become a highlighted "P" (for pause)... if you want a wait instead, press * again *while the "P" is still highlighted" and it will become a "W". Then proceed with entering the rest of your numbers (note that ST supports the use of * and # in strings following P or W). If you use the W(ait), note that when you call the number and the phone has finished dialing it you will see "Send" in the lower right of the screen... you will need to press the "-" key (above the "PWR/END" key) to have the phone transmit the remaining numbers.
