Depends on where in the life cycle the organism containing the cell is in. For example most of the time cells that are not dividing are in a stage called interphase where the cell undergoes the normal functions of cells such as creating and breaking down different compounds and expressing genes. After a certain amount of time and number of life cycles, a cell will go into the G sub zero phase where the cell will no longer grow and divide but will permanently be in interphase until the cell dies.
