The hundredth would be the second place after the decimal point. This makes the zero your hundredths place. Because a four comes after the zero, you would round down. If the number after was five or more, you would round up. If you round down for this number, as you should, the answer you come to is 0.20, which can be written simply as 0.2 because any zeros that come after a series of numbers in a decimal do not have any value.
