First, we answer the question, what is 10 to the positive 28th power called. The powers of 1000 are given -illion names: million, billion, trillion, quadrillion, etc. These are 1000 to the second, third, fourth, fifth, etc., power. Thus, 10 to the 28th is 10 to the first times 10 to the 27th, the latter of which is 1000 to the ninth. One less than nine is eight, so 10 to the 27th is called an octillion. Thus, 10 to the 28th is ten octillion. Negative powers mean reciprocals, or multiplicative inverses, so 10 to the negative 28th is one ten-octillionth.

In the long scale, 1028 is ten thousand quadrillion.
