There are different schools of thought here. Some say to round to the nearest even number, in which case it would be 1460. Some say to always round up when it is halfway between, in which case it would be 1460. If it is OK to always round up when it is halfway between, then it makes just as much sense to round down when it is halfway between, in which case it would be 1450. Some say that the only fair way is to use some sort of random number generator to say which way to round. For example, you could roll a die and round to the even number if you roll an even number, and round to the odd number if you roll an odd number. In which case, it could be either 1460 or 1450 depending upon the die roll. Or you could put both numbers into a hat and randomly pick one.
