We can't round to the nearest hundredth because there is no thousandth column to round to the nearest 100th.

Ok, so we have 31 and 6 tenths.

So we find the number that we are using to round to first, in this case the 6 for the full number. If we round 31.6 to 32 we have:

31.7 and 31.8 and 31.9 and 32 (4)

if we round down to 30 we get:

31.5 and 31.4 and 31.3 and 31.2 and 31.1 and 31.0 (6)

So we can see that 31.6 is closer to 32, so we round up to 32.
