If you are referring to 3/10 this would be 0.3 as the slash is read as "divided by" (3 divided by 10) which equals 0.3. A fraction with a divisor (the number under the fraction/division sign or after the slash "/" in this case) of 10 is rather simple to convert to decimals as it can be easily converted to a percent (named as it is per cent or per 100) and easily divided to get the decimal form.

What one needs to keep in mind with fractions is that these are divion problems which yield decimal answers. Divisors divisible by 100 (such as 5, 10, 25, 50, etc.) can be converted into percentages by multiplying the entire fraction by a number which when multiplied with the divisor will make the answer 100. For instance, 3/10 is 30%. The divisor is 10, and a number divisible by 100 that can be multiplied by 10 to get the answer: 3 * 10 = 30 and 10 * 10 = 100. The divisors would cancel leaving the 30 and % as the ratio is now /100.

Hopefully that helps.
