to convert a decimal to a percentage you multiply it by 100 or move the decimal point back 2 times in this case you chose 4.3 which would be 430%

Another way to tell is that you have 4 wholes since 4 is in front of the decimal point which makes the 400% the 3 in back of the decimal point would be 3/10 since 3 divided by 10 is .3, times 100 to turn it to a percentage. so .3 times 100 would be 30(%) if you add up the 400% and the 30 % you will get 430%
