9,900 because the two signifcant figures are both 9's, likewise if it was to 3 sig. figs. then the answer would be 9,990.

You could indicate accuracy to 2 sig fig by using scientific notation: 1.0*102.

The answer is 10,000 not 9900 because it should be as close to the original number as possible and for numbers 5 and above you round up not down
