It is a matrix for coming to an action plan as a solution to a given problem. It was developed by Lloyd Trotter, the General Electric executive who developed it. In a modified form it is also called the Quality Matrix by GE. A problem is considered, sources for solution to the problem are labeled (e.g., sources 1 through 7) indicating where the information came from and what action was derived (as an initial idea, not a final action), then a solution is determined (as a choice but not as a final solution).
