From what I understand, HL8 consists of coarser, larger aggregate, and acts well as a stabilization and base course. HL3 consists of finer aggregate, and acts well as a top coat, and provides a smoother finish.

The proportion of the two depends on what type of subsurface you're building on, and the ultimate use of the finished surface. IE: if you need more stabilization due to unstable subsurface, or due to higher expected loading, you'll likely need additional HL8 than if you were doing a residential driveway.
